I am wondering if the real challenge - especially when you bring manmade chemicals - is to keep them from working too well.

I'm not to sure about hemlock trees but the shrubs found in the Uk can be lethal. People have eaten them thinking that they are the eddible relative, cow parsley. However Hemlock is characterised bt the purple spotted leaves.
I know that its highly poisonous if ingested but I'm not sure about if its dangerous when injected i.e. by an arrow.

N.B. In some parts of Europe (alongside dog rose) Hemlock is believed to be a vampire deterant.

If you are referring to Poison Hemlock, Water Hemlock, or Bulblet-bearing Water Hemlock, all 3 of these plants are extremely poisonous.
Water Hemlock is the most poisonous plant in North America. One mouthful will kill you. Not "might" kill you; "will" kill you.
Many children have been seriously poisoned by using the hollow stems as pea shooters.
